The 55th annual IEEE Industrial and Commercial Power Systems (I&CPS) Technical Conference will take place in Calgary in May this year. The Conference reflects the activities of the I&CPS Department of the Industry Applications Society (IAS) of the IEEE. Over its 55 year history, the conference has been the forum bringing together IAS’s experienced engineers and our younger engineers. Many aspects of Industrial & Commercial Power Systems are presented and discussed in relevant papers sponsored by one of the four I&CPS Department Committees participating in this conference. The Technical Committees participating in this conference are:

A centerpiece and key activity of this conference is the development and updating of one of the most comprehensive series of IEEE Standards on Recommended Practices for Industrial and Commercial Power Systems (formerly known as the 13 Color Books). Standards Series 3000 working groups have assigned panels, presentations and comments discussion sessions in this conference aimed completing the review and publication efforts of the set which articulates many of best practices for designers and maintainers of industrial and commercial power systems.

This tutorial is intended for both the experienced engineers much familiar with the HRG design as well as for the younger engineers starting their career in the power system design. How such an HRG design enhances safety of maintenance personnel and minimizes equipment hazard will be the main focus once the instructor provides clarifications on the fundamentals of HRG design.

One of the most confusing and challenging technical information of using HRG design is the flow of system charging current directions during phase-ground fault condition. This tutorial will go in details of this system charging current and related capacitive component of the ground fault current during fault condition.

Ground fault current has both the magnitude and the phase angle with respect to the voltage responsible for the ground fault current flow. This appears to be overlooked which caused published literature showing inconsistent power factor of the ground fault current for the HRG design. Also the word charging current appears to be causing confusion to application engineers who argued with the presenter that the charged capacitance between the power system components to ground becomes generators to provide capacitive component of fault current during phase-ground fault conditions. Presenter will provide brief and concise clear understanding of this “system charging current” and its flow during normal operation and during phase to ground fault condition.

For clarification purposes, the tutorial will include three-line presentation of a MV power system requiring HRG design to explain how system charging current flows in the reverse direction in the two un-faulted phase conductors before this current returns to the faulted phase to ground location. Clearly; this capacitive current flow towards the power system neutral in the two un-faulted phases in the reverse direction to the system charging current flow under normal power system operations. Upon reaching the system neutral this current traverses by the faulted phase conductor to the phase to ground fault location. At the power system neutral, the currents in the two un-faulted phases are added together by phasor diagram such that it becomes equal to total system charging current. By Kirkoff current law, current entering into the neutral (-3ICO) becomes 3ICO. This is how in the fault current phasor diagram, system charging current is presented as 3ICO, whereas capacitive component of the fault current are presented as -3ICO such that the two currents has 180° phase angle difference.

This tutorial will cover the fundamentals of power quality as it relates to power systems feeding electronic loads and how these problems manifest themselves as control issues, lockups of computers, extremely slow operations, failed components and other nuisance conditions. The major elements to be covered will be harmonics, electronic grounding and voltage disturbances. The tutorial will cover harmonic generation, control and basic mitigation techniques, IEEE 519 and where it applies. It will address electronic grounding, national electric code requirements, basic techniques involving single point grounding, electrical noise elimination and ways to recognize and mitigate grounding problems. The tutorial will explore voltage disturbances involving sags, swells, outages, impulses, switching transients as well as mitigation techniques such as Sag Ride-Thru and Drive Ride-Thru Devices, Surge Protective Devices, Un-interruptible Power Supplies, — and their various types. A session will cover how these power quality issues accompany variable speed drive applications — both on the input to the drive and the output to the motor — including motor failures, and drive input/output filtering solutions. Additionally, switching transients as related to power quality will illustrate how these problems result in equipment failures, both immediate and over time. Multiple real world examples and practical solutions will be presented throughout the tutorial. The attendee should be able to recognize, design and mitigate the more common problems associated with power quality issues after attending this tutorial.

The tutorial introduces definitions for an operational language and discusses lockout/tagout (LO/TO), switching procedures, safety and reliability aspects as imbedded in the design stage and system architecture development, related safety standards and computer and software applications associated with such aspects.

The amount on renewable energies in electrical grids is constantly growing and, with it, the need to improve the simulation tools and models used to study their integrations. More and more system operators are now requiring very advanced EMT models for new wind or solar projects. This tutorial will focus on Photovoltaic (PV) parks.

The objective is to understand why it is important to simulate PVs with time-domain software and to learn how to model them for EMT simulations. The focus will be brought on:

  • PV cell modelling with manufacturer datasheet
  • Converter models: average-value versus detailed models
  • Power Plant Controller (PPC) and inverter control
  • Maximum Power Point Tracking (MPPT)
  • Protections
  • Harmonics

Generic models will be presented with a discussion on practical aspects. This tutorial will also address PV initialization challenges and propose automatic initialization methods.

LVRT simulations will be presented to verify the compliance of models with grid codes. A case of temporary overvoltage (TOV) will be demonstrated.

Call for Nominations: 2018 Southern Alberta PES Outstanding Engineer Award

The award recognizes outstanding contributions to the power engineering profession at the local level. Contributions may be technical, leadership-related, educational, service or a combination of these. Two Outstanding Engineer awards will be presented annually, based on years of experience: 1 for 15 years or less and 1 for more than 15 years. Beginning in 2018, an Outstanding Chapter Volunteer Award will also be presented, recognizing outstanding service to the Southern Alberta PES/IAS Chapter. Awards will be presented at the Southern Alberta Section’s Annual General Meeting in November 2018. Nominations are due Jun 15, 2018.

AESO is the independent system operator of the Alberta power grid and market, who also plays the critical roles of Balancing Authority (BA) and Reliability Coordinator (RC) in operating the Alberta Interconnected Electric Systems (AIES). As a continuation of the speech given on Feb 1st 2018, the presentation will first briefly review the Grid and Market structures of Alberta and how AESO is equipped to balance the supply and demand in real-time (the BA role). Subsequently, the on-line Network Applications in EMS which are crucial for AESO to fulfill its role as RC will be explained in detail, including the modeling of AIES, the function of State Estimator (SE), Real-Time Contingency Analysis (RTCA), and Voltage Stability Analysis (VSA). How the market tools and EMS applications are utilized at AESO to help achieve reliability and efficiency in system operations will also be discussed.
